In Maryland MHIP is a state-managed health insurance program for Maryland residents who are unable to obtain health insurance from other sources. This program offers insurance to those who are deemed “uninsurable” by commercial insurance companies. One needs to meet specific conditions to be eligible for this plan. This plan offers its participants access to both CareFirst BlueChoice HMO and CareFirst Blue Preferred PPO networks. These plans are administered by CareFirst BlueCross BlueShield and CareFirst BlueChoice, Inc.
The Maryland General Assembly established the Maryland Health Insurance Plan under the Health Insurance Safety Net Act of 2002. A Board of Directors governs the plan, which operates as an independent unit of the Maryland Insurance Administration.
